The Register of Deeds serves as the custodian and manager for real estate-related documents as well as vital records and DD-214s of the county. Morghan Getty Collins was unanimously appointed by the board of County Commissioners to fill the vacancy left by Tammy Piver who retired on January 1, 2023. Collins was sworn into office on February 6, 2023.

A native of Cumberland, Maryland, Collins came to Wilmington to attend UNCW. She graduated with a Bachelor of Science and later went on to earn her master’s in biomedical science from Marshall University School of Medicine.

We offer an on-site passport photo service, so we can take your official passport photo and ensure it meets all the official passport photo requirements. If you prefer, you can provide your own photo, as long as it meets the official passport photo requirements.

We submit your passport application along with all necessary documentation to the U.S. Department of State, which makes the final decision to issue a passport to an individual.
